E-ZPass accounts issued in NY State (NOT by the NY/NJ Port Authority) have no monthly fee and no charge for the transponder for automatic replenishment accounts. One of our friends from Michigan recently got hers in NY while visiting us.
I got mine from Ohio, same thing, no monthly charge.
