It means you can't just attach a tow bar to a vehicle and tow it behind your MH.
Some vehicles can be towed 4 down with no modifications. Others need modifications. And some, must be towed on a trailer.
You can damage the automatic transmission on many vehicles if it is not properly set up to be towed. And, not all manual transmissions can be towed.
I'm guessing a 15 passenger van will need modifications, transmission pump or drive shaft disconnect, to be towed.
