A tow dolly will have significantly lower tongue weight on your motorhome's hitch than a trailer. If you're near weight limits (of either the hitch or the rear wheels), that can be an important consideration.
Incidentally, unlike what some have said here, AZ and CA (and most but perhaps not all other states) do not require tow dollies to be registered. (AZ revised statues title 28.2153 D.8.d is the legal reference for Arizona. I didn't look up the specific codes for California, but apparently tow dollies may optionally be registered if the owner wishes.) Typically, the vehicle on the dolly does need to be registered and insured and so forth.
