What kind of vehicle is it? Your published curb weight sounds low if it has a GVWR of 18K lbs. Back when Ford first brought out their SuperDuty line (1998 release of 1999 model year) the F250/F350 was reported BY FORD to have a curb weight of around 6K lbs. As people started buying them and using them it turned out that a fully optioned Crew Cab Dually with the Powerstroke engine tipped the scales at over 8K lbs! Turned out that the advertised "curb weight" was a base model single cab short bed with absolutely no options. When your GVWR is set at 8800 lbs and your actual measured weight is 8200 lbs it doesn't leave much room for passengers, let alone cargo!
So, before you go making decisions about what you can carry or tow you need to find a scale and find out exactly what you have.
