It depends on the state. Indiana requires any wheels on the road to be on a plated vehicle. Unless you have recovery plates (i.e. a tow truck) current plates are a must. Now, on a trailer, it isn't a vehicle but cargo. The trailer plates are all you need. I just pulled a car home Saturday and didn't know until I got there that it had expired plates and no insurance.
