Here in FLorida I have seen where a guy sitting on a bicycle at a intersection... like he's waiting to cross the street is actually eyeballing non seat belt use and down the road they have a parking lot set up for those he spots.
This year the same small town has gotten a grant to enforce FL's fairly new Crosswalk law where you are required to stop" when a pedestrian is about to enter upon the half of the roadway upon which the vehicle is traveling or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger." They are using a wheelchair and two plainclothes officers that radio down the street for even those that proceed behind them but before they get to the middle of the six lane street. Those get a warning but the ones that did not stop when they were entering get a ticket. The town is Palm Springs near West Palm Beach.
