This is just a story but the technology is scary close to being able to do this.
I had a rep last summer showing me license plate readers (for origin/destination studies not enforcement) and even dirty plates that I had a hard time reading the system could read. Wouldn't be hard to look for a slash across the drivers chest. If it's not there it gets dumped to a human operator and if they can clearly determine no seatbelt, it gets a ticket.
Not sure I like it but it's coming.
