One thought DO you have a line monitor volt meter......
I do not know about the ATS/Surge guard you have but the TRC Surge Guard I have (Seperate from my ATS) is voltage senistive. If the park voltage is low then when your neighbor's A/C kicks on (or yours) and it dropps a volt or two lower due to line loss.. DARKNESS ENSUES....

Shore cord and inlet---_Hughes Autoformer---TRC Hard wired 50 amp surge guard with remote---ATS--House YOu might note the autoformer to up the voltage when that happens.. And happen it does in one park I frequent.
