Unless there is a reason to go through SLC and their horrible traffic, I would take 95 north from LV to I-80, then east to Winnemucca, where I would pick up 95 again towards Boise. all of that is very good roads with very little traffic. We drive 95 all the time and find it a better route than I-15. In fact we will even use US-50 to stay off of I-15 through SLC.
