Sure sounds like the auto park brake system that acts up on the P30's.. Had that issue several times on our 98 MH with the p30 chassis. There is a switch that controls the brake on the drive shaft. It is nick named the "rotten green switch" as it is notorious for going bad and letting the fluid leak. Once enough fluid leaked out it allowed the parking brake to lock the drive shaft. Not hard to change. Last one I bought was about $65 at Chevy dealer. Had so much trouble with them that I learned to always carry a spare.
