Has it ever worked correctly since you bought it?
When flushing the toilet there should be a very noticable sucking sound from the material being drawn down into the piping, if there isn't you have no vacuum. Those type toilets are used in marine applications and occasionally others where simple gravity flow isn't possible,
I dont know your model but this is a decent troubleshooting guide for those type systems
