There are exceptions and two rest areas do come to mind. Out west somewhere in both Washington State and N. Dakota. One in Wash. had a back wall with a wildlife viewing area and the women's club was there at 7am the next morning with coffee and donuts. They had a dump station as well.
The other, I'm most sure was the ND welcome center heading east and it overlooked the badlands where you could see for miles and observe wild horses and bison. Not like the badlands of SD, but still badlands.
