YEP......anytime fixtures are left valved in (not turning off using the hot/cold knobs) the fixture itself becomes a 'mixing chamber' which allows the hot/cold to mix diluting the hot making LUKE WARM water
Same thing happens after de-winterizing'........bypass on WH gets left open or not fully closed. Again LUKE WARM water due to hot/cold mixing
Glad to hear Fleetwood Customer Service was aware and clued you in.
Most just don't have a clue and diagnosis issue as a problem with the WH itself like you found when calling Atwood :S
BTW bad check valve results in limited flow on hot water side or NO hot water flow.......not luke warm water
