Water heater not operating & City water issues

I used my rig last week for five days. Two issues occurred that need my attention: 1. Water heater would not fire up under 110V nor 12V operation. The 12V did fire up and then after a few minutes...

It's certainly possible that one mode of operation either creates a higher overall water temperature (at least possible on Suburban because 12 and 120 are separated). OR the 12V mode, producing a flame, might create a hot spot where the water in the tank actually boils. Just in a spot or two... That would create steam pressure, not just expansion.
