A couple of thoughts based on this: The Pressure Relief Valve (which is what I think you are referring to) is there for a reason; to relive excess pressure so you don't split waterlines or even the tank.
How hot does the water get? If it is too hot, the relief valve will do it's job and relieve the pressure.
What is the incoming pressure, assuming you are connected to city water.
If neither of the above apply, look carefully at the valve as see if you can see exactly where at the valve the water is coming from. Damaged threads may allow the water to leak there. If that is the problem plumbers tape may work but since it is a new rig i would be insisting that it be fixed.
