It is a check valve, it hasn't closed, can be replaced or repaired. Any servicing RV dealer has or can get the parts.
I keep a plug in my city water inlet whenever I am not using it. So I don't know whether or not the check valve works.
I may have three plugs, think I got spares and they are packaged as two per blister pack.
