What features to look for when buying a tow dolly?

Several people have mentioned electric brakes.

Is there an advantage for electric brakes over surge brakes. I was thinking that surge brakes would probably be better when coasting down long, steep hills.

I've used electric brakes on the TT, and I don't have a problem with them.
