Brakes are brakes, as long as they function well. Both electric and surge have plusses and minuses. It is simply what you prefer, but I am always happer having more braking than less.
I towed for about ten years with a Master Tow dolly and was satisfied with the whole experience. My only beefs were having to crawl under the nose of the car to pull the tilt pin. I'm old and fat and it was a PITA for me. I also had to build a set of sloped boards for under the ramps to avoid dragging the front facia on my PT Cruiser and the wife's Malibu when loading. Otherwise it did the job.
Something you do need to watch with the fixed ramps is the clearance below the rocker panels. If your tongue isn't high enough the ramps and the rocker panels can make contact when turning.
