Without more context, it can mean several things.
The most common is when a builder buys what OE manufactures call "Cab Cut-Away". This is a van chassis with nothing but the cap portion and essential elements that are behind the cab - Like fuel tanks.
It is also used by motorhome builders to describe a completed shell with nothing inside it. They sell these for special application builders like traveling marketers and mobile offices.
