They don't technically "cover " them. They provide an aerodynamic shield that eliminates whistling as air blows over them. They are open on the bottom to still allow water to drain, it's simply to eliminate the whistle/wind noise. You wouldn't need them on a TT. They usually only used in the cab windows on a MH.
Thank you Effy. I was imagining a rubber "plug" and water drainage.
Now it makes sense.
