I've been in similar situation in Indiana. I avoid interstates, but sometimes have no choice. First, following too close, especially behind a semi is an accident just waiting to happen. From large vehicles difficult to see around, I always back off far enough I can see what's going on ahead. Automobiles are different, if towing the trailer I'm in the truck, which sits higher than most cars. I can usually see pretty clearly over their roofs. So if something is going on ahead, I can see it far enough ahead to take appropriate action. And yes, I have on more than one occasion, been forced in the far right lane with traffic blocking lanes to the left, and emergency or law enforcement sitting on the shoulder. What do I do! If trapped in the lane because of traffic? I slow down ... way down. Does this pi$$ off traffic behind me! Absolutely I'm sure. But NO ONE behind me is worth getting a ticket for. I obey the speed limits in construction zones too! This really pi$$es off drivers behind. And you know? I don't care either!
