WOW, that is scary close. He was probably 24 inches into the shoulder AND your tires were on the white line. Do you always drive that close to the shoulder or was it just a fluke at the moment?

Oh, that's not as bad. I've always referred to the white line to be the side of the road and the center stripe as the lane divider. Hopefully, without offending, I'll defer to my earlier comment.
