He called me this morning and said he had talked to the prosecutor and he was willing to drop the points on my driving record if I paid the $215 fine. I am just waiting for the paperwork now.

Neither here nor there but here in PA for a summary traffic offense you can choose to appear before the local magistrate, whose district the citation was issued in. Most people just mail in the fine and move on.
I have appeared every time I have received a speeding ticket by local LEO's using VASCAR, and 3 of 4 times the officer was not at the magistrate when I appeared. All 3 times the magistrate offered to lessen the charge to eliminate points (usually reduced to to 5mph over the limit from 5 to 10 mph over)yet the fine remained the same, and all 3 times I refused. Since the officer was not in attendance I walked out with the charge dismissed once I pushed it.
It's a money game.
