Update:I had contacted an attorney I know in the area within a half hour of receiving the ticket. I faxed him a copy of the ticket as well as my side of the story. He called me this morning and said he had talked to the prosecutor and he was willing to drop the points on my driving record if I paid the $215 fine. I am just waiting for the paperwork now.

Neither here nor there but here in PA for a summary traffic offense you can choose to appear before the local magistrate, whose district the citation was issued in. Most people just mail in the fine and move on.
I have appeared every time I have received a speeding ticket by local LEO's using VASCAR, and 3 of 4 times the officer was not at the magistrate when I appeared. All 3 times the magistrate offered to lessen the charge to eliminate points (usually reduced to to 5mph over the limit from 5 to 10 mph over)yet the fine remained the same, and all 3 times I refused. Since the officer was not in attendance I walked out with the charge dismissed once I pushed it.
It's a money game.
