On a busy Interstate anywhere near an urban area it is next to impossible. Give I-70 between New Stanton PA and the PA/WV line a try. As others have said back off to maintain a safe distance, and you'll have a never ending supply of idiots blowing by and then dropping into the space. Typically a female, in a red SUV, paying more attention to the phone than the situation and in a big hurry to get to the next exit 19 seconds before you do. Maintain the safe distance and you'll soon be slowed enough to only increase the number of boneheads popping in front of you, or you'll be below the 40mph minimum speed.
