you seem to have deleted this:
the OP admitted to breaking the law. blew past a stopped patrol vehicle on cruise control. the LEO also seemed to believe that a law was broken.
actually if the traffic conditions were as described, riding on cruise control might be considered to be reckless driving, but I will leave that to a judge to determine.
