I don't think not having a ladder is a cost issue. How much could it actually cost after all when compared to a $200,000 mh? However, it may have a big impact on liability. Someone gets up on the roof and while getting down they fall and sue. Claim the ladder encouraged them to get on the roof, or the ladder was a bad design or otherwise faulty. I don't feel comfortable using the ladder on the back of my mh but is is better than using a extension ladder.
As a former insurance adjuster from years back, I can tell you ladders are huge liability issues. You are probably correct. The MH manufacturers probably figured it's better to leave the ladder off which leaves the owner to figure out a way to get on the roof and if they fall they sue whomever built the ladder they did use. But I can see a good (or sleazy) lawyer going after the MH builder and claiming their client would not have been on the portable ladder had it not been for the MH not having a fixed ladder and therefore it's still their fault.
