mssmith...the way I interpret cvc 21715(a) is it's only legal to tow a second vehicle on a dolly. I.E. Truck, dolly, toad....not double tow as the OP is suggesting.
My recommendation to the OP is to simply drive his rig into California and see how long before he gets stopped and ticketed. It shouldn't take too long...solves two issues....answers the OP's question and puts some ready cash into California coffers.....that helps my retirement fund......:W.....Dennis
