I was curious about the email you got from CHP. Did your question to them involve towing behind a pickup, or towing behind a motorhome? Double towing is legal in California behind a pickup, but according to the vehicle code, not behind a motorhome.
California law used to require that the first trailer be a 5th wheel and the second trailer couldn't only be a boat trailer. That changed some time ago.
