I've heard it a couple of times now, but haven't seen it in writing. California regards a tow bar as a 5th wheel connection. So a vehicle connected with a tow bar can then bumper tow a trailer. Even though I haven't found it in the California Vehicle Code, it doesn't mean it's not true. The definition could be from "Case Law" developed from a law suit or trial.
