RV combinations are explicitly illegal for double towing in Oregon now. This was added a few years ago because previously it was not addressed. The only RV trailers that may be double-towed can only be done for delivery purposes and the bill of lading must be with the load. All other CDL requirements also apply.
That said... I've seen it done a lot, and I don't think State Police has the resources to really enforce this kind of violation. Many of Oregon highways are completely without LEO coverage many hours of the week now.
