No Nevanick, that won't surprise me at all. When reading laws you have to read the entire law and apply it as intended. Section 34710 starts out by saying, "As used in this division, "passenger vehicle" means any motor vehicle defined in Section 465, except any of the following motor vehicles:" So that means the definition of passenger vehicle in section 34710 applies only to that division which is Division 14.9 with a title of "Motor Vehicle Damage Control." The vehicle code section that applies to double towing is not in that division therefore this definition of Passenger Vehicle does not apply.
Division 14.9 appears to have dealt with the requirement for energy absorbing bumpers at one time, but it looks like that language has been removed. It was passed back in 1971. Remember the requirement that cars had to be able to hit something at 2.5 mph and not have severe damage? That is what this section used to be and that is why they exempted motorhomes from this particular definition as motorhomes weren't required to have the energy absorbing bumpers.
