I'll give it to you timmac that laws can be confusing. There is a reason law school is four years long and lawyers make so much money. The biggest problem is people need to realize that the laws are confusing and not count on being able to read and understand them themselves. For example go look at the gray water discussion. Somebody went and found California law that defines gray water and posted that as proof that it's illegal to dump grey water on the ground. The law they posted said no such thing, it was a definition section and didn't say anything about what was illegal or illegal to do with it.

I guess these things are more straight forward to me since it was my job for 30 years.
