Driver licensing is usually covered by Reciprocity Agreements (as well as insurance and registration requirements). The license required by YOUR state should be all you need for travel across the United States.
I have never heard of any state other than CA that requires a CDL for double towing. There may be some, but I have never heard of them. However, I have heard that some states require a special endorsement on the license. I don't remember which ones.
