Your 2009 Fleetwood discovery came with a rear sway bar for a reason... not a add on as it needs it. If someone added one to the front and that's the source of the noise you've been chasing, then yes it could be taken off. I would put up with the noise for the increased stability a second sway bar would give assuming it's 1.5" in diameter. If it's less than 1" in diameter, it's not doing much on a 36K lb MH.
If this is to see if it's the source of the noise, then disconnecting the ends temporally is what I'd do, but not remove. A little more info would help.
