An outside TV was a required when we were shopping for our MH. We do not disturb our neighbors. And find most others who have one do the same. We have wireless headphones - use them inside and out. Use inside so when one of us goes to bed early it does not disturb the other.
In our 10+ years of RVing the only time we were disturbed @ a COE CG was an VA when a nearby camper got out his Karaoke machine and started singing thru a microphone. By himself. Oddest thing we've ever seen. Didn't last long though. And then another neighbor started playing blue grass music on their CD player very loudly. You could hear it through the entire CG. We gave it about hour to see if it would end on its own. It didn't. We simply talked to the ranger and reminded him they rented a site, not the entire CG. Made sense to him. He asked them to turn it down and they did.
Playing kids do not bother me. Bike riding, Campfires Talking around a campfire. - laughing etc. No problem - I expect all of this. But I don't expect loud music to go on and on unless it was a planned event. And I wouldn't appreciate a TV blasting either.
When disturbances happen speak up. Talk to the CG host or manager. But overall I find most fellow campers are nice and do not impose their ways on others. Given the number of years we've been RVing and the different type of CGs we've visited - If outside TVs were a widespread issue we'd have noticed it by now.
