When the Factory resealed the roof and clearance lights and some other items, there were five people, on the roof at one time. cost some bit more but they had it done right in very short order too.
having said that, the RV Dealer we bought our Fifth Wheel from said the ladders weren't really designed to be used and that my tiny wife had caused the damage. Of course a bit later it came to light they backed it into something breaking the bonds, in the roof and the plywood.
I don't believe a Mfg Lawyers would let them put a ladder, on an RV if it was not designed to be used. Nowhere did I ever see for decoration purposes only.
There would be lots of suits brought by people using unusable ladders.
