This subject came up on the forums earlier this year. Apparently some manufacturer's are leaving the ladders off, most likely for liability reasons.

However, you still are required to do periodic maintenance checks on the roof, so that means you have to drag along a separate ladder. In my opinion, I think a ladder properly attached to the side of the RV is safer than an A-frame or lean-to ladder. I know the ladder on my motorhome is pretty securely attached.
Personally, it would be a deal breaker for me. No ladder, no purchase. Perhaps the dealer would be willing to install one?
