Wiring Short only under shore power
The fuse that handles the dinette lights blows when I connect to AC power. It works fine when I am on solar or generator. Does that mean the short is between the fuse block and the 50 amp shore plug? ...

Have you tried a different shore power source? It could be bad power coming in that shows up at the light.
