This is copied from the state law. I read it as two axle MH over 26K are classified as Light Class Motor Vehicles.
Then you read it wrong, because that is not what it says. It says have a "declared gross vehicle weight." That is not what the vehicle currently weighs, that is a weight that appears on your registration that is the total weight intended to be carried on that vehicle plus the weight of the vehicle. In California a DGVW is only required on commercial vehicles.
