If you let the Fire Department know that there is a family in need in some cases they have a Fireman's Auxiliary who will also help. Also call social services, tell them the problem and even if she hasn't applied for help or doesn't qualify, many times they will point you in the direction of other programs/organizations that would.
This may sound harsh, but perhaps the best thing that could happen is that the husband does spend some time in jail. It could be a wake up call for him to clean up his act or for her to tell him it's time to hit the road.
