I think what you're seeing is a cycle between power for the magnetic field and the fan. Mine cycles between the fan and the heat. I've not seen mine change the low or high value when it remains on one setting. Another hint is given when you lift the pan. If you get the E1 message you have interrupted the heating, if you don't it was in pause mode.
