Thanks for the reply! I went ahead and did some experimenting last night. I tried steaming them in the basket and that did not work - had to throw out some hard potatoes.
Anyway - what worked was to add lots of water (3 cups) to the potatoes in the pot and PC for 5 minutes, let cool naturally for 2 minutes, then release the steam. I did have to drain the excess water, but that's what I would have to do if I boiled them. Maybe someday I'll get to the point of knowing just how much water to use...
