That is a strange statement. I lived in Mexico for a number of years and I would never call their food bland, but food tastes are all subjective, and what I think is wonderful, another "American" might think its nasty. We're kind of diverse like that. LOL
I think Tes/Mex is anything with chili on top, except around Laredo, and while I can't speak for New Mexico, I would think Native American influence would be most prevalent in their food. Also I can't speak for any food in Arizona but in my travels, I have found if I ask a Mexican/American where they go eat, usually gets me to a great restaurant.
