I have not tried it in a crock pot but someone else did and here is
how they did it. I think I will try it this way next time.
Here is one way to make it in a crock pot
cook the hamburger in a skillet and when that was done, quickly put all the vegetables (onions, carrots, celery and potatoes) in the skillet with the flour, butter and some of the chicken stock to deglaze. After a few minutes put the hamburger, vegetables and chicken stock in the crock and let cook all day. Then about 1/2 hour before eating, put the cheese, milk ,and sour cream in the crock pot and let melt/cook.

I don't see any reason why you can't use beef stock, either.
