Finally got through the web site maze. The Regional District of Nanime, the local authority, gets an "A+" in designing a useless web site.
The address below will get you to Descanso Bay RV park on Gabriola. If you persist you will find a site map and the map indicates there is a dump. There is a link to other RV services on the island. I am sufficiently frustrated with this exercise and therewfore I did not dive down that rabbit hole. Hope this helps.
