One possible campground option if you don't mind a small ride to the falls and a quite campground - Four Mile Creek State Park in Youngstown, NY - Great state park with huge sites. Electric only, but they do have water fill stations through-out the park and multiple dump stations.
One advantage is you use your CG Park pass to park free at all the other State Park areas around Niagara.
