But we're all assuming (hoping) he's providing at least a minimal level of care, even though that's probably not likely from the reports of the condition of the "shelter." I think it's possible the dogs were crammed into the trailer (w/o crates) and haven't seen the light of day, or any food or water, since then.
Since he seems to perfectly fit the profile of a hoarder, I doubt he's released the dogs out in the middle of nowhere. He'd want to keep them under his control, believing he's taking better care of them than anyone else could.
