We had a situation in our current park of a woman who wasn't picking up after her 2 dogs. When one of the campers politely asked her to pick up that same as the rest of us, she stated " don't you have anything better to do than monitor what I do and don't do. We had decided if she didn't start picking up she was going to find her little dogs presents on her steps one morning. Surprise - they pulled out of the park early and didn't even request a refund for days already paid for. We were all glad to see them go as there are approx 16 dogs here and every owner picks up after their dogs routinely - every time.
