Oh,that's awful! I've read accounts like this in the past and the CG kept the cat's photo and owner's cell number on a poster in their office. At least a couple of times that I remember, the kitty DID show up again.
Toy breed dogs will pull backwards right out of a harness, too. We bought This Kind of harness for our dogs and nobody has ever escaped from them. They have lasted for many years, too. When we had to evacuate a few years back, we put one on the cat to take her with us, and she could not back out of it, either. I think the mesh is kind of anchored by the pet's fur and that keeps it in place. Also, the flaps are closed with velcro.
