Toy breed dogs will pull backwards right out of a harness, too. We bought This Kind of harness for our dogs and nobody has ever escaped from them. They have lasted for many years, too. When we had to evacuate a few years back, we put one on the cat to take her with us, and she could not back out of it, either. I think the mesh is kind of anchored by the pet's fur and that keeps it in place. Also, the flaps are closed with velcro.

These are supposed to be escape proof. We don't take our cats out in harnesses because we don't want them to become addicted to it as they became addicted to being carried out to the Gander Mountain screen room. With 4 cats all we'd be doing is walking them around outside.
